History of the Ministry

The Ministry of Foreign Affairs of the Republic of Abkhazia was established on the 17th of May 1993 at the height of the Georgian-Abkhaz war when Abkhaz nation faced threat of total annihilation. In isolation and economic embargo and constant threat of a new war from Georgia, the Ministry was implementing its external political activity mainly thanks to selfless work of Abkhaz diplomats.
Essentially the formation of Abkhaz diplomacy was developed in cooperation with representatives from the oldest and most influential diplomatic institutions of Russia, United States of America, Great Britain, France, Germany and regular interaction with such outstanding organizations of universal importance as United Nations Organization, Organization on Security and Cooperation in Europe, European Union and other members of the Georgian-Abkhaz conflict settlement process.
Ministry is taking active part in the Georgian-Abkhaz negotiations going under the aegis of the United Nations with facilitation of Russian Federation upon which basic difficulties of peacekeeping are weighing, and participation of the Group of Friends of the UN Secretary General.
Abkhazia is peaceful country aspiring to develop mutually beneficial positive neighboring relations with all neighbors in particular with Russia as main economic and strategic partner of Abkhazia, European Union as great economic resource at the Black Sea, Turkey which had become a motherland for a greater part of Abkhaz people and Georgia which is neighboring but unfortunately still aggressive country.
Abkhaz diplomacy is functioning as part of the established common external political mechanism. According to Constitution this mechanism is headed by the President of the Republic of Abkhazia who enjoys authority of the executive power. Practical development and implementation of external policy is entrusted with the Ministry of Foreign Affairs.
Our aspiration to freedom and peaceful policy as well as development of democracy and Human Rights, economy and careful attitude to environment, will deserve highest esteem from the international community and by this will bring the day of political recognition of Abkhazia closer.


Minister of Foreign Affairs of R.A.

Mr. Shamba
SHAMBA SERGEI was born on march 15, 1951 in Gudauta town (Abkhazia). Appointed as Minister since may 1997. In 1998 at the Yerevan Institute of Archeology (Armenia) Mr. Shamba had upheld a doctoral thesis on “Political social economic and cultural environment of the ancient and medieval Abkhazia, based on archeology and numismatology (VI b.c. – XIII a.c.)”.
By the presidential Decree of the 9th of July 2001 was conferred a diplomatic rank of Ambassador Extraordinary and Plenipotentiary. Prior the appointment on the ministerial position he was a chairman of the Cultural Foundation of Abkhazia.
During Georgian-Abkhaz war of 1992-1993 he held a position of the 1st Vice Defence Minister of the Ministry of Defense of the Republic of Abkhazia. After the end of war was transferred for the reserve in the rank of Colonel. Until February 1992 was chairman of the Public Political Movement “Aidgilara” (Uniting).
Author of various scientific publications and holding a Professor’s academic degree.

Vice Ministers

Mr. Gunjia
GUNJIA MAXIM was born on March 13 1976 in Sukhum (Abkhazia). In 1998 graduated from the Gorlovka State Teacher Training Institute for Foreign Languages (Ukraine). Since 1999 employed by the Ministry of Foreign Affairs of Abkhazia. Till 2002 worked at the Department of Interpretation. Author of several analytical researches in the fields of small arms and landmines. In summer 2001 certificated at Harvard Law School USA, MA on the Negotiations skills. From 2001 until 2002 member of the AbCBL (Abkhaz Committee to Ban Landmines) in frames of the International campaign against landmines ICBL. Participant of various international conferences and seminars on the issues of security and actions against small arms proliferation.
In 2002 appointed on the position of Head of the International Department of the Foreign Ministry. In 2004 awarded with the diploma of the University of South Wales on Human Rights. Appointed as Vice Foreign Minister in March 2004. From 2005 representative of Abkhazia at the UNPO (Unrepresented Nations and Peoples Organization). Member of the UNPO Presidency.
Married. Has wonderful son.

Mr. Kove
KOVE DAUR was born on March 15, 1979 in Sukhum. In 2000 graduated from the Law Department of the Bashkir State University. In 1995 was employed as reviewer of the Incumbent of the mission of the Republic of Abkhazia in the Republic of Bashkortostan. From 2000 till present occupies a position of Incumbent of the mission of the Republic of Abkhazia in the Republic of Bashkortostan. In 2005 was promoted to the Head of the International Department of the Ministry of Foreign Affairs. In 2006 was appointed as Vice Minister of Foreign Affairs of the Republic of Abkhazia.
Member of presidential commission on "Rehabilitation of victims of political repressions during soviet times". Participant in various conferences on issues of refugees and IDP’s. Member of the Sochi Agreement Working Group on refugees.
Member of the Working Group II on IDP’s and refugees within resumed Georgian-Abkhaz Coordinating Council.
